Unable to locate package cuda-toolkit-10-2

I am trying to build this service with Balena on a Jetson Xavier (so changed the base image from to use device jetson Xavier).
However I always get the error Unable to locate package cuda-toolkit-10-2 when pushing to balena.

Not sure of this is a bug in the setup or what is causing it . Help would be appreciated because otherwise I can't use balena and will need to use another platform to manage the devices.
