hw.device-type: Fix hyperlinks in provisioning instructions

If hyperlinks are unquoted, a target=blank is added and entire link is broken in the dashboard. This doesn't happen for devices which use quoted links, like for example the CM4. Change-type: patch Signed-off-by: Alexandru Costache <[email protected]>
