For correct operation of balenaEtcher versions 1.19.21 and 1.19.25 (no freezing or errors when selecting an image file) in Windows 10, you must have Microsoft Visual C++ Redistributable installed on the system.
When changing (updating) the version of Microsoft Visual C++ Redistributable, so that there is no error when selecting an image file, you must delete the directory C:\Users\Username\AppData\Roaming\balenaEtcher and restart balenaEtcher.
I found this out experimentally.
