udevadm trigger issue in latest balenalib images #505

In both the Surface Go and the generic-ext-x86_64 base images -- 'udevadm trigger' no longer works.

The resolution in that issue works for me -- chrooting to /proc/1/root and then executing 'udevadm trigger'

I agree with their suggestion to modify the entrypoint for this when UDEV=on.
