Allow flexible namespace validation for data.xmldata module

Problem

The current data.xmldata module enforces strict namespace validation, which can be overly rigid for integration use cases where namespaces may inconsistently applied.
This design document proposes a flexible namespace validation mechanism, enabling users to work with XML data more effectively in dynamic and real-world scenarios
