Some admin control to remove spam / duplicates from the UI

Cannot prevent on the smart contract level - permissionless

BUT

Some admin control is required, otherwise someone can spam the system.

Initially it will be a regular account - speed, simplicity. Longer term surely a decentralised thing... After 2 flags automatically "hidden" etc, etc, etc...

(not overcomplicating at this stage, will figure it out)
