Persistent indicator of "compilation failed"

"If somebody has code that doesn't compile and tries repeatedly submitting, only to get a combination of "server error" and "compilation failed" messages, chances are they won't actually find out their code doesn't compile.

Can we have like a download for the most recent submission, regardless of whether or not it compiled."

via #172, #177:
user can now see progress of most recent submission, including a "in progress" one, to mitigate repeated submitting while they wait. if compilation for latest submission does fail, user will get a helpful note.
also added dl for most recent submission
