Glass smelting not available in standard furnace smelting

While I know that jumbo smelting recipies for ores are a core aspect of the modpack, I feel that 1:1 sand to glass smelting should also be possible with vanilla furnaces as opposed to being exclusive to jumbo furnaces.

I can't come up with any major balance issues if this were implemented at a surface level, but if there's something I missed out on please point it out!
