LCFS - BUG - Input form opening when report in Submitted status

Describe the Bug:
Clicking on schedule tables in a report opens the input form even when the report is in Submitted status. This should only occur when the report is in Draft status and the pencil icon appears to indicate editability.

Expected Behaviour:

• The input form should only open when the report is in Draft status and the pencil icon is visible.
• For reports in Submitted status, clicking on schedule tables should not trigger the input form to open, as the report is no longer editable.

Actual Behaviour:

• Clicking on schedule tables in reports with Submitted status incorrectly opens the input form.
• This behavior suggests the report is editable when it is not.

Implications:

• Confusion for users, as it implies that a Submitted report can still be edited.

Steps To Reproduce:
User/Role: Any user with access to reports.

1. Navigate to a report that has been set to Submitted status.
2. Click on any schedule table in the report.
3. Observe that the input form opens.
4. Compare with a report in Draft status where the pencil icon appears correctly.
