LCFS - BUG - Marine missing from End use

Describe the Bug:
The option "Marine" is missing under End Use for the Fuel Type/Category: Electricity/Diesel.

Expected Behaviour:
The End Use dropdown should include "Marine" as a selectable option when the Fuel Type/Category is set to Electricity/Diesel.

Add Marine back in the lookup table with EER 2.5

Actual Behaviour:

• "Marine" is not available as an option in the End Use dropdown for Electricity/Diesel.
• This limits the correct reporting and categorization of fuel usage.

Implications:

• Users are unable to correctly categorize "Marine" as an End Use for Electricity/Diesel.
• Potential data inaccuracies or incomplete submissions due to the missing option.
• User frustration and workflow disruptions.

Steps To Reproduce:
User/Role: BCeID user

1. Navigate to the Fuel supply schedule.
2. Select Electricity/Diesel under Fuel Type/Category.
3. Open the End Use dropdown.
4. Observe that "Marine" is not listed as an option.

Additional Context:

• Verify that "Marine" is correctly configured as a valid End Use for Electricity/Diesel in the system.
