TFRS - Changelog for supplemental report not recording a small volume change

Describe the Bug
In TFRS prod, a supplier submitted a compliance report (#2586) and then submitted a supplemental report with a minor adjustment to their supply volume. The volume was not enough to result in a change to their positive compliance balance outcome.

Expected Behaviour
When a supplemental compliance report is submitted, the changelog should log the volume/ compliance unit calculation change to show the difference between the initial report and the supplemental.

Actual Behaviour
A recently submitted supplemental for compliance report (#2586) did not produce a changelog with any volumes adjusted. The new values and the old values in the change log remain the same, even though the total volume was slightly adjusted.

Implications
The implication is that it can be difficult for analysts to see what changes were made by the supplier between their first report and their supplemental report.

1. Go to Compliance Report 2586
2. Click on 'Report History'
3. Scroll down to 'Changelog for Compliance Report Supplemental 2'
4. See error

• The first supplemental report is labelled 2, which means that this is either mislabeled or there is a supplemental 1 not showing.
