ZEVA - Tab/Stage names inconsistency during loading in Complaints Reporting

Describe the task
On the Complaints reporting tab, when a user opens any report, there is a series of stages/ tabs (such as Supplier information, Complaints obligation, Summary, etc.) displayed at the top. Currently, when navigating between these stages/ tabs, outdated names such as Consumer ZEV Sales and Consumer Sales appear during the loading process. Once the page finishes loading, the correct, updated names are displayed.

Purpose
To improve user experience by ensuring consistent and accurate stage/tab names are shown at all times, including during page loading.

Acceptance Criteria

• When a user navigates between stages/tabs (Supplier Information/ ZEVs Supplied and Registered/ Compliance Obligation/ Summary/ Assessment) in any report within Complaints Reporting, the correct names should be displayed, even during the loading phase.
• Users should not see outdated or incorrect stage/tab names at any point in the navigation or loading process.

Additional Change 1

Currently, when clicking on the Summary page or the Assessment page, the tabs will disappear during loading. When clicking on the other pages, the tabs stay appearing.

The tabs should keep appearing when clicking on the Summary page. Fixing this behaviour is included in this issue.

The current behaviour of clicking the Assessment tab remains unchanged.

Additional Change 2

Currently, the tabs are not aligned vertically. When some tab names are long and occupy two lines and some other tab names occupy just one line, tab misalignment is obvious.

Additional Change 3

Currently, when switching between tabs, all tabs are enabled during loading. Tabs which should not be enabled will be disabled after finished loading. When user click the tabs during loading, an error may occur.
