Updating web admin password

Seeing this error (in another project that depends on a Vagrant Railo instance):

"to access the configuration without a password, you need to change the write access to [open] in the Server Administrator"

Note: this is the same error you receive when you try to set the server admin password after a password is set. However, if you visit railo-context/admin/web.cfm, there is no password set. May be a permissions issue, as the server admin config is inside of tomcat, whereas the web admin config is in the NFS share?

I can set web admin password manually, but not being executed when _admin/_admin.cfm runs.
