Indeed it would be nice to include a sidecar file with a variety of metadata for the entire dataset. But is it possible, i.e. to associate a file with the entire dataset, so it is not an imaging file?
In datalad we could go as wild then as to provide an entire .git as some tarball so we could datalad install the dataset straight from the NDA, while guaranteeing that it is "the dataset" (the shared git history, git-annex branch etc)
