Automatic sync with Sodar does not work #137

Describe the bug
Projects and users are not automatically sycned from Sodar to Kiosc. There exists an implementation, it seems to be broken.

To Reproduce
Steps to reproduce the behavior:

Create project in Sodar and give Kiosc access
Wait for 24h or so
Project is not synced

Expected behavior
Project and users should be synced to Kiosc.
