Currently, there isn't much validation when uploading tissue data in terms of plate ownership, and duplicate wells.

We should think about and implement the following

Plates should have admins & grant other users access to update the plate
A new plate should be created if it doesn't already exist on upload
A ui to manage plate permissions (geome-ui)
Check that there aren't duplicate tissues in a single well for a plate on upload

also need to enforce plates across a project. We need to show an error on duplicate wells for a single plate in a project
