Feature request: CLI option to limit biome to a set number of CPU cores

Specifically this is useful in CI scenarios where technically many cores may be available on our shared infrastructure, but we only want to use a few so as not to starve other processes / ci tasks while biome is running. As far as I can tell this isn't supported by the CLI today?

Not explicitly by cli args, but you might be able to do this already by specifying the RAYON_NUM_THREADS environment variable. Haven't tried it myself though.

That's not the first time someone asked for this, so maybe we should provide an option for that, exclusively for the ci command
