bbwp will not find localization files if an absolute path is used in Windows 7 64 bit

When executing bbwp.bat in window with an absolute path the packager will not properly generate the bar-descriptor.xml file.

Test Case:

bbwp.bat C:/Desktop/Localization.zip

Expected Result:

• A bar file with localized contents

Actual Result:

• A bar file without

Workaround:

• Put the zip file in a path that is at the same level as the bbwp in windows 7 64 bit machines. This applies the Windows 7 Enterprise. It was tested and verified on them.

Notes:
This does work on XP 32 bit. We are still unsure about windows 7 32 bit.
