questions regarding labeling/moderation

Apologies if there is a better way to handle asking these, or if there is an existing FAQ.
Is there a manifest of available labeling services?
Is there a community of content moderators?
How does Ozone cope with handle hoppers? If an account/post is labeled, do the labels follow them? What happens if handle changes before labels are applied by moderators? Hopefully the labels are attached to the account/post by DID.
How do you label your own posts using labels you subscribe to? Self labeling seems to be limited to platform imagery labels

there is none that I know of but it should be relatively easy to build such a list by listening to the firehose.

not that I know of.

labels are tied to user DIDs so handle change does not impact labels.

How do you label your own posts using labels you subscribe to?

this is not supported. you can only self label for certain platform wide things and not for labeler specific things. some labelers allow in-app actions to trigger labels but this is of course dependent on the labeler.
