pip install (windows) breaks, because of the BUILD file in root #120

Reproduce under windows with:

git clone https://github.com/bmw-software-engineering/trlc
cd trlc
pip install .

It will fail with

error: could not create 'build\lib\trlc:  file can not be created, because it already exists

The problem is that the folder "build" can not be created, because the file "BUIILD" already exists.
By removing the file, it will work.
