Use "New" text for new/updated programs, instead of accent color highlight #39

I might end up changing this slightly, because of the smaller padding compared to Windows 10’s Start Menu.

The “New” text could work in some cases, like the sub-menu, but it will cause some problems with smaller lists because there isn’t enough vertical room to fit another layer of text.

Instead, I might end up going with a highlighted “dot” to the side of items, which will be more doable, and will require less padding. This won’t work in the All Programs list because of a strange glitch where the selection sometimes gets cut off, but it should work for the programs button and main items. I will also try to figure out if I can make the highlight stay visible on hover, which it doesn’t seem to by default.
