[CI] Improve check theof __init__ version string with git tag, before (test) pypi release

Improve automation of init version aggreement with git tag version

When we do an push of an rc tag (ie v1.4.1-rc.0) we currently need to set the init version as well with the same release candidate sem ver.
We can eliminate this need by checking (on ci) the git tag version string with the Major.Minor.Patch (sub) part of the init version.
