In thinking about implementing these, I am planning on updating existing tagging in all our terraform workspaces. I'd plan to say something like "update to match tagging standard v1.0.1" or similar. As the standard evolves, it'd be a good way to track and report what needs to be updated.
If we do this, I'd suggest we use semantic versioning and repository tags. We could even add a badge to the readme if we wanted to get fancy.
