Presently, if a self-serve advertiser does not include a conversion URL when setting up a campaign, the advertiser is not notified.
This is an opportunity to notify the advertiser and provide an alert or pop up stating "you have not added a conversion URL, which could make it difficult to measure the success of your campaign unless you're using 1st party analytics. Do you wish to continue?"
The options could be "Continue," "Skip Conversion URL" and "Learn More about Conversion Reporting."
