Minor bug fixes and tweaks for windows

- forces powershell
- now assumes dark background and replaces blue with cyan
- makes black more of a standard (but there's problems)
    * termlog may be required to sit on a single line
- flirts with poetry since black requires pyproject.toml
    * poetry is pretty, but not production ready yet
    * poetry still has issues with windows and cli
