fail to install on windows with postgres 10

The install fails during build when msbuild is looking for libpq.lib which apparently - only libpq.dll and a libpq.a is there. the install will work if another version of postgres is installed, I used 9.5, since libpq.lib is in the specified folder for the byndings.
Maybe others can check this as well. I didn`t manage to find libpq.lib in the bins for the v10 install.

Is there any plan to fix this issue? msys packages for postgresql don't include a file called libpq.lib, and I am really looking forward to be able to install libpq on my windows machine...

I solved this by installing postgresql 9.6 without msys.
