Add @DocumentedFeature support for classes that have no @Argument fields

Although its currently possible to do this now, it doesn't for for things like metrics classes that have fields that need to be documented that are not @Argument annotated. We just need some way to tell the doc system which non @Argument fields should have their javadoc included in the output.
