Eliminate the dependance on CipresSubmit.

CipresSubmit was an ugly and disgusting thing to begin with, but I wrote it to be a drop-in replacement for another thing that already existed on the project I was working on.

When it worked, it did a lot of the work for submission, and at the time it made sense to just use that. (Especially since I was benchmarking for the CIPRES project.)

To make this benchmark system more universal, it might be better to have it directly template its job files and eliminate that dependency.
