Feature request: default to calling "arp -a" on non-linux platform #1

I think, the title speaks for itself. :) Why not to make this utility cross-platform by defaulting to calling "arp -a" subprocess if /proc/net/arp is not available?

PRs are welcome, anyway, arp -a is locale-dependent IIRC, and would require a somewhat more-human parsing.
