longest running targets and tests

we need a query that will return the top X longest running targets and tests for the previous day (or configurable lookback period). Maybe it makes sense for this query to have its own endpoint, but we for sure need a way to cache the response on the server side so we do this once on a schedule and then just serve the cached response the rest of the time
