Ordner output_xml manuell anlegen und
sudo chmod 777 output-obds-reports/output-xmls
sudo chmod 777 output-obds-reports

In Zukunft besser lösen

Verzeichnis output_xml eventuell als Docker-Volume mounten um Dateien auch außerhalb des Containers verwenden zu können?
