変更があった点もわかる形がより使いやすいと考えられる

少なくとも前日のデータ（元データ）と本日のデータ（新しいデータ）を常に保存しておく必要があると思い、
二つのファイルを比較して差分を出したらと思いますが、CSV型のファイルは何項目の何が変わったのを示す必要がありそうだと考えています。

・北海道
〇〇病院：連絡先_電話番号、
△△病院：連絡先_FormURL、連絡先_住所
・青森
...
