Took an initial pass and converted a few existing pdfs into html. Added content to our templates / process docs to suggest html for short bits of content.

Closing for now. The longer term project that would make sense here (and is proposed for future consideration on the roadmap) is to develop templates for longer form content (reports, case studies, etc) that reduces the burden associated with managing PDFs.
