Is your feature request related to a problem? Please describe.
We are able to parameterize our Jupyter notebooks with portfolio.py to host on analysis.calitp.org. Explore an alternative solution that uses Quarto Markdown docs (.qmd) and see if we can expand the options for types of reports that can be hosted on our analysis site.

Describe the solution you'd like
Reproduce similar options for parameterizing with Quarto as with existing (but customized!) parameterized notebooks. We need to support unparameterized, 1 notebook parameterized with 1 or more parameters, and multiple notebooks parameterized with same set of parameters.
