Is there any relationship or overlap between this and @csuyat-dot 's issue #1200 ?

it's the same question but for a different funding source, since Christian's issue covers the SB125 one-time allocations

10/1: discussed using NTD warehouse data to get at overall operations/capital funding split

How to improve -- STA could include standardized reporting requirements for how these funds are spent (we don't currently have the visibility to complete this)

Put this insight into some relevant section of TTTF report.
