The 3.7 and 3.8 branches of the Optimize documentation are restored.

Hints

• Revert the commits that removed content
• Add a hint about differences between C7 and C8 Optimize and their respective documentation locations.

Goal of the PRs:

• revive 3.7 and 3.8 branches
• add a hint about the different Optimize docs (O7 at docs.camunda.org and O8 at docs.camunda.io)

Open:

• There are redirects in place from O7 to O8 docs (e.g., https://docs.camunda.org/optimize/3.7/technical-guide/ redirects to https://docs.camunda.io/optimize/self-managed/optimize-deployment/configuration/system-configuration/). I reached out to the DevEx team to ask them where those redirects are configured. (It's not docs-manual, docs-static, docs-optimize, or camunda-docs)

Decision:

• Let's move forward with the two PRs and not wait for the redirects to be fixed.
• This allows us to make progress without being blocked by another team.
• We can do the review already and test stage, but releasing the branches should happen after the redirects are fixed.

3.7 and 3.8 are released and working.
The redirects from 3.7 to the C8 documentation will be fixed with #4765.
