First and foremost, please ensure you provide sufficient information as outlined in our bug report template. In this specific case, backend multipass get local.driver part is missing and that is crucial for this particular issue.
Now, let us address the issue itself. Clone functionality is only supported on the default backend for each platform, as detailed in the documentation. Given that your operating system is Ubuntu, it is highly likely you are on lxd where the cloning is not supported.
Thanks for the documentation link I was also having problems with the clone command and this link explains everything...it seems only QEMU and Hyper-V supports all features.

Multipass clone does not work....fails immediately with "clone failed: The clone feature is not implemented on this backend."
