The explorer often ignores parts of the observation of things that has been seen before. For example, if an observed networkId of an existing head with some headId changes, it would ignore that latest observation and keep the original network listed.
This is maybe not the best behavior for an aggregator like the hydra-explorer and this issue is about changing the semantics of the service to always reflect the latest information in the explorer state and API.
