Describe the need of your request

Is the reason that LLaMA C/C++ Port is only available for Mac/Linux is because it only works on Arm64 cpus? If so, possibly adding support for Arm64 cpu for Windows is feasible?

My specs:

Micorsoft Surface Laptop, 7th edition

Processor: Snapdragon(R) X 12-core X1E80100 @ 3.40 GHz 3.42 GHz
Installed RAM: 32.0 GB (31.6 GB usable)
System type: 64-bit operating system, ARM-based processor
