The original question from XP.Network is;

Hey guys as we cant deploy contract from within Contract currently on Casper, we were thinking of deploying it from off chain then verifying the byte code or something on chain inside contract, is this possible? if not what way do you recommend ?

This is in the context of decentralised bridge(v4) that XP.Network team is building.
