I had assumed that the main reason for the difference is the antiques force you to forge your own barrels, but they currently (?) use pipes for that too:
The two recipes having the exact same time does look weird, but 4 hours is probably too much for the makeshift carbine., It's outright stated to be less complex than the original guns, and this is reflected in the tools required still being simpler even when making one from scratch. Bumping it up to 1 or 2 hours would be reasonable. |

There's two recipes for this ranged weapon, one that more or less glues together two muskets/flintlock carbines and one that appears to make it from scratch. While the former could, justifiably, take 30 minutes, the latter is a bit ludicrous, specially considering that making said musket or carbine takes 4 hours. The code for both is as follow:
