Describe the bug
I cannot be 100% sure, since FOCUSEDBEAM is not described anywhere in the game files, but if it works like in CDDA, I assume it should blind the player (see CleverRaven/Cataclysm-DDA#60376). Right now when the player kills a milspec searchlight, it explodes, but does no damage and does not inflict blindness (or anything at all).
