CBM Chain Lightning doesn't check for bionic charge when aiming after firing, can fire unlimited with 100kJ #5803

Describe the bug

CBM Chain Lightning can be used as long as targets are in range after one shot has been fired.

The bionic power will drain if it exists, but it doesn't check for the amount when given option to fire again.
It will correctly check that 100 kJ is there for the first shot though.

Steps To Reproduce

  1. Install CBM Chain Lightning
  2. Have 100kJ bionic power
  3. Spawn 10 zombies within 10 tiles
  4. Start blasting with Chain Lightning
