Add hard cap for sales val

We need to add a hard sales val cap for flags to be invoked on high value properties. We recently discovered some erroneous data that made its way into the training data. Sales val didn't catch these since (maybe) many were in groups with less than 30 sales. Adding a hard cut off independent of group size would have prevented this.
