Context

During a sync today, we discussed that Binary Builders will need more context on the changes in this repo that we want to retain when pulling upstream changes from CometBFT v0.38

Proposal

Similar to the celestiaorg/cosmos-sdk README, write a doc that outlines the changes that are desirable to keep in this repo.
