This draft is simply meant to track the progress of the mvp PoS app (see #1). So far, it adds a slightly modified default starport chain in a sub directory that will eventually become the lazyledger-app. The only modifications have been to update the default starport app to use v0.40.0 rc6 of the cosmos-sdk and remove the governance module. While it currently compiles, there are still some additions needed before trying a testnet.
