Get Cevmos w/ Optimint running w/ released images

We should have a version of the ephemeral cluster that stands up a full Celestia cluster w/ Cevmos (w/ Optimint) on top of it.

Ideally all of the docker images/containers used in this cluster should be tagged releases. This includes:

• https://github.com/celestiaorg/celestia-node/releases
• https://github.com/celestiaorg/celestia-app/releases
• https://github.com/celestiaorg/dalc (which may be integration into celestia-node here)
• https://github.com/celestiaorg/optimint/releases
• https://github.com/celestiaorg/ethermint/releases (issue here)
• https://github.com/celestiaorg/evmos/releases (issue here)
