Chain docker build action with integration tests #35

Similar to celestiaorg/ethermint#22

We should chain the existing docker build action to then standup a cluster and run integration/rpc/contract tests against it.

The bulk of the integration tests are in the ethermint repository so we'll need to have a checkout for that.
