[Versioning] How do we account for agent updates/bugfixes in-between contract upgrades?

Given our stated integer versioning scheme, how should we account for agent updates/bugfixes?

Idea:

• Integer versioning for contracts, semver for Agents. Might necessitate splitting the agents out into their own repo (which was the long-term plan anyways).
