Fix masternode rewards

The masternode rewards are to high, because the period multiplier was increased wrong.

Yes, definitely copy/paste error from original author. We should have more payments to miners, less to masternodes since last change at block 80640, and next at 100800. Now we are at 88540, but already at highest MN reward (75% of block value).

The problem is that if we do this fix now, we'll have a hard fork. It means no exchanges, no monitoring services will accept such blocks from us. CBS-NG currently controls less than 50% of network. So if we do this fork now, we have shorter chain and can't control the net.

It might be fixed later, but only when we have more than 75-80% of network.
